Butebo District, Uganda – The State Minister for Local Government, accompanied by Cabinet Minister for Science, Technology and Innovation, Dr. Monica Musenero, paid a courtesy visit to Butebo District to inspect and evaluate the government’s achievements and ongoing development initiatives under the National Resistance Movement (NRM) leadership.

The visit brought together district leaders, local council officials, and the general public who warmly welcomed the ministers in appreciation of the visible progress within their communities.

Key Achievements Highlighted
During the supervision, the delegation commended the district for maintaining clear roads and bridges from Budaka, improved access to clean piped water, and functional health facilities including Health Centre II units.
Local leaders also noted the success of the Parish Development Model (PDM), which has reached 85% implementation, leading to a significant reduction in poverty levels.

The Chief Administrative Officer (CAO), Ms. Tappy Namulondo, outlined the district’s progress and challenges. She reported that Butebo now boasts nine health facilities but still faces a shortage of medical staff and lacks a district doctor. She applauded government efforts in education but highlighted the need for additional secondary and vocational schools to serve the growing student population.

Challenges Raised
Among the issues presented were:
Seed School Development: The community has already secured 5 acres of land valued at UGX 45 million, though they face a UGX 25 million debt and need government support to complete the project.

Electricity Extension: Leaders requested government intervention to expand electricity access, which would boost business and tax revenue.
Motorcycles for Local Leaders: Sub-county chiefs and LC3 chairpersons reported that their motorcycles are worn out and requested replacements to ease supervision work.

Low Salaries and Loan Access: Local leaders decried the low pay of around UGX 300,000, which limits their motivation, and asked for government-supported loan funds to improve livelihoods.

District Chairperson Mr. Okurut James praised the NRM government for its continued support, noting that Butebo is among the few districts with fully constructed sub-counties funded by the central government. He also appreciated the UGX 1 billion development grant that has boosted education infrastructure and pledged that the people of Butebo will continue to support H.E. President Museveni and the NRM in the upcoming elections.

RDC Kyeyune Ssenjonjo reaffirmed the district’s commitment to the NRM cause, commending the unity among leaders and emphasizing that Butebo is ready to deliver 100% votes for President Museveni. He highlighted the district’s steady growth in infrastructure, comparing it favorably to urban standards.
Ministers’ Remarks
Hon. Dr. Monica Musenero thanked President Museveni for the consistent support that has transformed Butebo into one of the model districts in Uganda. She emphasized the need for tarmacked roads, extended electricity coverage, and continued government investment in education and innovation.
She also called upon the community to embrace electric motorcycles as a sustainable and affordable means of transport, noting that they can be acquired with an initial capital of UGX 120,000.

In her remarks, the State Minister for Local Government applauded the district for its remarkable progress and pledged to present their pending concerns—including electricity extension, health staffing, tarmac roads, and school construction—to the Cabinet. She also promised to support Dr. Musenero’s proposal to assist families affected by the tragic Kapchorwa accident.
The minister concluded by urging residents to turn up in large numbers for the Presidential Campaign Rally in Butebo, describing it as a celebration of the district’s achievements under the NRM government.
