Museveni Orders Restoration of Namyalo’s Security Detail, Directs Investigation into Withdrawal

KAMPALA – President Yoweri Kaguta Museveni has directed the restoration of the security detail attached to Senior Presidential Advisor on Political Affairs and Manager of the Office of the National Chairman (ONC), Hajjat Hadijah Namyalo Uzeiye, while ordering an investigation into the circumstances surrounding its earlier withdrawal.

According to reports, President Museveni indicated that he was unaware of the decision to withdraw Namyalo’s security personnel and subsequently instructed the relevant authorities to establish how the decision was reached, who authorised it and whether the established procedures were followed.

Namyalo’s security detail, reportedly comprising officers attached to the Police Presidential Guard (PPG), was withdrawn on September 29, although the circumstances surrounding the decision have not yet been officially clarified.

The reported presidential intervention has drawn public attention, particularly amid political disagreements involving sections of the National Resistance Movement (NRM) mobilisation structures and individuals associated with the Patriotic League of Uganda (PLU).

The disagreements reportedly centre on political positioning and discussions about Uganda’s future leadership beyond 2031.

The differences became more visible following claims that Namyalo’s mobilisation team in Bugisu had endorsed President Museveni for another term beyond 2031, a position that reportedly attracted criticism from some individuals associated with the PLU.

However, it remains unclear whether these political disagreements had any connection to the withdrawal of Namyalo’s security personnel. No official investigation findings have established such a link.

Namyalo heads the Office of the National Chairman, an NRM structure mandated to support the party’s National Chairman through political mobilisation, grassroots engagement and coordination of activities targeting various sections of society, including women, youth and community groups.

The reported presidential directive comes amid growing questions about the administrative processes and chain of command involved in the withdrawal of the security officers.

The investigation is expected to establish the circumstances surrounding the decision, identify the officials involved, determine whether the withdrawal was properly authorised and clarify whether the relevant security procedures were followed.
